Program for seller-filled listings to offer express shipping

Currently, only integrated 3PLs can be used to offer express shipping on listings due to known reliability and speed. However, I would like sellers to be able to offer express shipping for items that they fulfill themselves by qualifying through a program that proves their ability to meet the required metrics for reliability and speed.

I'd like to add to this the ability to choose states (or zip codes) to assign different transit times.
